Is private property possible in our socialist state, at least in certain areas of the economy?
Marxism, of course, tends to reduce the relations of production to the height of the productive forces. But recognizing the validity of such information is still not Marxism. It proceeds from the relative independence of production relations, and therefore from the possibility of existence under certain conditions on the basis of largely identical productive forces of different types of production relations. If there were no such possibility, then a revolutionary change from one mode of production to another would be excluded. It is on these approaches that Marx's theory of the formal and real subordination of labor to capital is based.
It is impossible, under the guise of reasoning about pluralism, to allow a transition from one (state) to another (non-state), but also one form of ownership. We need a pluralism of its forms, not in words, but in deeds.
This conclusion not only does not negate, but also assumes the permissibility of private ownership in certain areas of production. The latter (and not only labor, but also with the use of hired labor) in our conditions can be useful and not jeopardize the socialist orientation of development while preserving public ownership as the basis of the economic system and establishing effective integration of various forms of ownership. The latter makes it possible to achieve a bond of public and private interests and prevent conflicts between them.
At the same time, it is found that denationalization of the economy is not identical to total denationalization. The state cannot withdraw from the economic sphere due to the fact that modern production cannot develop successfully without regulation on its part. But both our and world experience shows that the latter is effective only within certain limits, when violated, production efficiency decreases. Therefore, it is important to find the optimal measure and methods of state regulation of the economy for the existing specific conditions.
It is quite common to believe that the restructuring of property relations is associated only with the emergence of new cooperatives and various forms of self-employment. Both are important, of course, but they are far from exhaustive of the problem. Crucial to the fate of socialism is what was not done even during the NEP years — the restructuring of state property relations, its transformation into a national treasure.
